Why are records still being written into F49211?

We had the transportation module active for a period of time, and records where being written into the F49211.  Transportation was de-activated but the F49211 records continued to be generated.  We de-activated Transportation in August 2019, and it is still generating F49211 records.  Can anyone explain this to me?
