BI Server does not start - Status: FAILED_NOT_RESTARTABLE

Hi Team,

Grateful if you could help us with this issue.

BI Server (BI Piublisher) does not come up and fails with FAILED_NOT_RESTARTABLE Status.

We get the errors such as below in bipublisher.log -- Logs with xdo set to Trace 32 are attached with this question.

Grateful if you could kindly review the same and advise with your inputs for resolution.

Access denied to resource: type=<jms>, application=BipJmsResource, destinationType=queue, resource=BIP.Burst.Job.Q, action=receive

Caused by: weblogic.jms.common.JMSSecurityException: Access denied to resource: type=<jms>, application=BipJmsResource, destinationType=queue, resource=BIP.Burst.Job.Q, action=receive
