User hooks with Autonomous/Advanced Scheduler

Hello,

We are looking to extend the Autonomous scheduler capability to implement business specific rules like having preferred in house staff over subcons, and prefer employees with lower ultisation based on set targets.

Does the Autonomous scheduler support user hooks or adding custom parameters? 

Please advise.
