Licensing for Enterprise Manager Cloud Control 13c

I currently have a license for Oracle 12c Standard Edition database.  I know that enterprise manager express edition comes with the install. I am wondering if licensing covers an installation of Enterprise Manager Cloud Control 13c?  All I can find for documentation is that the extended features of EMCC require purchased licenses.
