Does an operating system tzdata update require a database restart?

I've recently updated the operating system tzdata on Linux because of a scheduled change in daylight savings in Fiji (DST transition should be 2019-11-10 instead of 2019-11-03).  Does this require a database restart in order to take effect, or does the Oracle database just use the operating system values for sysdate et al.?
