create M message type in MRP detailed messages (P3411)

Hi, team,

We're having a problem with manual messages (M message type) getting overridden with MRP.   I thought M messages were considered on hold and would not get overwritten by subsequent MRP runs (we're using R3483).   Has anyone else run into this?  We're on 9.2
