California Supplemental withholding on bonuses

i have set up the California supplemental rate for an element to be at the flat alternate rate of 10.23%. When i run as a regular payroll, this calculates at the 10.23% withholding but if i run the payroll as a supplemental payroll, the calculation reverts back to 6.6%. Why would the withholding calculation be different?
