Cannot add a store without tax location but tax location requires stores?

I am adding data into Xadmin for our lab. When attempting to add a store, the wizard stops at Tax Location since there are no records defined for this. When I go into Data Manager, the Data Management option is greyed out since there are no stores defined yet. Seem to be stuck in a circle here. What am I missing here?
