Delete option not enabled for Adminstrator in Life Event Document Upload

I created a new attachment and allowed for the Administrator the ability to delete documents.. but when a document is uploaded from a life event and I log in as an administrator the delete button is not enabled (please see attached document on my steps).

Even if I as the employee delete the document during the life event process and then log in as an administrator I cannot delete. The delete button is greyed out.

Any suggestions on how to enable this feature for the benefits administrator?
