batch printing of document sets

Im trying to use R49548 to print document sets in batch by load.  When I run delivery documents via the row exit from P4960, R42565 runs and reports the correct orders on the load for the defined document set.  When I run R49548 all shipments on the load are reported even if a document set is defined for the shipment or not.  Am I missing something?  The same versions of R49590 and R42565 are launced from the row exist from P4960 or R49548 but the selection is different.
