Historical Job Data Updates and Correction Mode

Can someone please explain why correction mode is required when inserting a new historical job row?

If the effective date is in the past, and is an earlier date than the effective date on the current job row, we must enable correction mode to add the new row. If there is a way to avoid having to provide correction mode, we would like to explore this option.
