Duplicate SEQNUM on the PS_GP_ABS_SS_STA

Hello,
HCM 9.2 Image 29 and PT 8.57
I am seeing duplicate SEQNUM in the PS_GP_ABS_SS_STA table. Let me walk you through how this happens:
1. Employee submits leave request (SUM) (SEQNUM 1)
2. Manager approved leave request (APV)(SEQNUM 2)
3. HR Admin forecasts (SAV)(SEQNUM 3) and then routes it back to the Manager via the Create and Maintain Page (SUB)(SEQNUM 4)
4. Manager denies the request (DNY)(SEQNUM 5)
5. Employee changes the date, checks eligibility, and submits (SAV)(SEQNUM 6) (SAV)(SEQNUM 7) (SUB)(SEQNUM 8)
6. Manager approved leave request (APV)(SEQNUM 9)
7. HR Admin forecasts (SAV)(SEQNUM 10) and then routes it back to the Manager via the Create and Maintain Page (SUB)
