Upgrade to Siebel 19.7 from 16.19

Hello!

We are currently on Siebel Innovation Pack 2016 and are planning to upgrade to 2019 (update 7).

We are planning to have new servers setup and new database instance for Dev/Test/Prod environments.

I went through the documentation for upgrade and install instructions for both 2017 and 2019 and from what I understand, we need to do a migration installation of 17.0, followed with migration installation of 19.7 and then incremental repository merge.

My doubt is since we have new servers (withough previous siebel installed on it) but the database is copied from current database, is our path above still valid?

Also, this will be the same for Production too or can we prep the servers ahead of time to have minimal downtime?
