Approval required for work order unreleased status

Hi,

For work order, approval required for unreleased status. whenever work order status changed to unreleased, at that approval goes to particular persons.

Right now, we have work order release approval based on the department, but we need unreleased status approval. Is it possible? If possible, please tell me how to do that?
