OPM QA r12 Is there any way to take one sample every 3 receipts?

I did the sampling plan setup of fixed number 1 count per 3 receipts, but it takes one sample by receipt, no matter if the PO setup is inspection required nor standard receipt.

I need 1 sample per 3 receipts no matter the receiving status. is it possible?
