JVM usage = down

Some maintenance has been done on our 12.1.3 environment, we startup again (double middle-ware server), and OEM is throwing status "Down" for several components, including for the 8 oacore JVM's we have running. We have a double server setup, these 8 JVM's that are supposed to be down (according to OEM) are on server 1. Server 2 has no error message in OEM. On the servers itself, all of the Java processes run fine. I have 8 oacore Java processes running on both eBS middleware servers. When I look at the end-user usage, I see both of my servers being
