Suppressing Issue for 11.1.2.4.208 HFM Web Form

When we used admin user to suppress rows in web form, it worked fine. But, other user with limited access right cannot suppress rows with inaccessible data in the same web form. (Hyperion Financial Management 11.1.2.4.208) 

However, when we create the same environment using the same web form and user access right in other version of HFM (11.1.2.4.201), rows can be successfully suppressed.

Therefore, we were wondering why the same environment with different version of HFM could have different outcomes?

Also, are there any ways to solve this issue in HFM 11.1.2.4.208? 

For example, there are two companies in one application. User A only have All security class for company A with no security class for company B.
