Advance Pricing -Factor value blank in adjustment detail

Hi All,

I have created a adjustment where based on value = 5, it works on Order detail, ship to and Item group (SRP2, SRP3)

Is it possible that if From value is Blank in the adjustment detail still the adjustment is applied? if Yes, what set ups are needed?
