Budget transfergives 'Error - Sufficient Budget is not available to Transfer' when transfering fund

Hi All,

I am facing some strange issue when transferring amounts between two accounts under same budget Org.

Though I see the funds available when I made funds inquiry for this account with both YTD and PTD amount types. But surprisingly I still see the error message.

At budget org => Budgetary control options, Amount type is YTD and boundary is Year.

Can suggest what the root cause of this.
