10046 trace file assistance

I am trying to understand what some of the information is in the trace file. We are hitting our cursor limit, the same sql is opening a new cursor for every parse. Why is there a close before the PARSING? Also the error is from the Package that calls the sql that keeps getting parsed. The package is only executed 1 time.
