2019 W-2 File file issue

I am testing tax update 19-D.  I ran the federal, state and local w2 file processes and it's not creating an output file.  The log generated the below message.  Not sure what this means?

Creating Federal W-2 File in EFW2 Format

Please note : Current Year is not one greater than Tax Reporting Year.

Current Year is    2019
