Document 2495053.1 denotes how to install ECC V3.

As part of this install, scripts supplied for installation create a ECC user in the database.

In addition, the scripts make an entry in the WebLogic Server for the ECC database username and password combinaion.

As this is done via a script, the user is not aware of it.

At times, after ECC V3 has been installed, there may be a need to change ECC's password in the database.

While the DBA may remember to change the password in the database, they could potentially forget to do so on the WebLogic Server side.
