When Charged time from Operations 'Summary' time, Employee is ignored.

Is this a bug?  When I charge time, when in 'Summary Tab', even though an instance is assigned,  It does not charge time to the Instance. See screen shot below. But works correctly when I charge time while in Detail tab.

Don't see the Person name. When I charge time, it is only charged to the resource and not to the employee
