What is difference between Oracle Standard & Enterprise edition

Hi Team,

Can any one tell me  What is difference between Oracle Standard & Enterprise edition in term of

1. Licencing cost (500 users)

2. Database performance

3. When to choose Oracle Standard & Enterprise edition

4. if we have Oracle Standard edition licence can we use same licence for Oracle Enterprise edition
