Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Issue is similar to this:

checkMTpatch.sh (MT-ETCC) Failed by "Verify XML file is correct and retry." after Applying Weblogic PSU10.3.6.0.171017. (Doc ID 2443497.1)

We applied latest patches for our EBS r12.2.5 from 2568292.1, Critical Patch Update (CPU) Program October 2019
specifically 30109677

We are using latest ETCC from

Patch 17537119: EBS Technology Codelevel Checker,

Last Updated Oct 24, 2019 6:22 PM (7 days ago, today is Oct 31)

Yet we are getting that error "Unable to extract list of patches from Oracle WebLogic Server (WLS) for version 10.3.6.0.191015"
from checkMTpatch.sh.

checked the contents of the ETCC zipped patch file and noticed that it has 19-Oct-23 xml base_bugs for DB,
