Transit time and OM

Hello, I have created the following in the REGIONS AND ZONES table

Country Brazil

State, Country = Sau Paulo, Brazil

State, Country = SP, Brazil

The transit time form has  the following setups

1) BZF (Brazil inventory location) to REGION  Sau Paulo, Brazil in the header. Detail record has one ship method with Transit Time 20 set up as Default

2) BZF (Brazil inventory location) to REGION SP, Brazil in the header. Detail record has one ship method wiht Transit Time 15 setup as Default

I booked an Arrival based order (Order date type = ARRIVAL) for a customer in the EBS Customer master with country ='BR' and state = 'SP'. When I enter a request date of 11/30, i expect it to default the Schedule Ship Date to 11/15 but it is not honoring the setups in the Transit time form.
