Base - Preference Master - Document Set Profile Revisions

In JDE E1 9.0.1 when trying to add new document set for a plant via P40070 , i get address number invalid, when i try to replace existing plant with new plant , than it accepts, i dont know why the address number invalid appears, is this a Bug ?

attached the error screen, what could be the reason ?
