ODACLI/DCS Stack 30217856 unavailable for a day or two (or less)
I believe it is being re-bundled due to a known issue with CPU counts less than the maximum. (see Known Issues in the Release notes)

Please wait for this new patch before upgrading ODACLI/DCS to 18.7
