BI Publisher 12c : Line Graph is not flat for zero values for x & Y Axis

After migration from OBIEE 11G to 12C we observed that  Line Graph is not flat even if values for x & Y Axis is zero.

The graph is based on rtf template , the issues can be reproduced in BI Office Tools 12.2.1.4 hence the issue seems to be with BI Publisher not OBIEE.
