Why can't I see Form Extension icon in DV but can see it in PY?

Using JDE E1 9.2 with Tools 9.2.2.5.  I have form extensions activated and have created one in PY.  However, if I go into DV, I don't see the icon available for creating a form extension.  Any thoughts?  I would like to move the form extension after testing up to production.  I thought I read somewhere that the UDO object should be in a separate project to advance in status.  Since I originally created the form extension in PY, it errors if I try to move it from status 21 to status 26 (likely because it doesn't exist in DV).  So
