SBC sends a SIP/2.0 480 instead of a SIP/2.0 503, what are the conditions that triggers this?

What are the conditions that would trigger the SBC to send a SIP/2.0 480 instead of a SIP/2.0 503.    A response of 480 will result in a busy tone for the customer, whereas a 503 will trigger a reroute and connect the customer.
