Rebate Adjustment set up Factor Value UOM

Question on the FV UOM on the adjustments for rebates.

I have a rebate that I need to set up based on the Net weight of an item.

The item is bought in Cases UOM CA

I set up an adjustment for threshold UOM = CA and my factor UOM to be NT (net weight)

There is a UOM conversion for my item for 1 CA = 11 NT

The threshold for the rebate is set to units and UOM CS and qty 1

I enter an order for 1 CA but the rebate does not calculate.

I would expect it to calculate as long as I have a conversion in place,
