Using Partial Wildcard in Rate Set

Anyone open to discussion on using a partial wildcard in rate sets?

We have used incurred/contract billing for the majority of our grants since implementation in 2014.  We are finally in the process of turning on "streamlined billing".  An ongoing challenge is separating out employee deductions from payroll.  Here is what I mean:

Employees can voluntarily deduct amounts, to select charitable organizations, directly from their paychecks. These liability amounts are included in the collect cost jobs and are inserted as an ACT in proj_resource- voluntary deductions are not billable to grants.

We attempted to use a partial wildcard value in our rate set to handle assigning liability account numbers (2%) from ACT to a target analysis type other than BIL (see Example...attached).  This however, does not work, in fact we filed an SR and Oracle says even though it can be saved in the rate set, it is not supported.
