Need more information on Blank Transition

Hi,

Need more information on 'Blank Transition'- is there a step by step strategy documented online?

We have a scenario where a business is moving from R12.1.3 to R12.2.9 but this is not a upgrade. The business is re- implementing R12.2.9 with new ledgers and COA, hence the instance would be completely blank (no old data).

But older leases from 12.1.3 would be moved to 12.2.9.
