Requsition line level suggested_buyer_id is null

Hi,

In our production, end user often found their created PR with "Suggested Buyer" show nothing but the setup is defined properly

and we have verified from the database record level and confirmed some of the requisition line record with the column suggested_buyer_id contains NULL value.

Did anyone has the similar situation and got any solution ?

Any comments or advice is greatly appreciated.
