standard user too slow

Hi to all,

We are having an issue with a standard user ( not dba ) in a 12c Oracle Database in a lInux box who is too slow when accessing the list of his tables via sqldeveloper,

or through the custom application.

This causes time outs and messages:

Fatal NI connect error 12170.

  Tns error struct:

ns main err code: 12535

TNS-12535: TNS:operation timed out

ns secondary err code: 12560
