Uneven distribution of wfprcbatch tasks with 4 siebel servers available

in Siebel System Admin, Install and Upgrade (MOSC) Question

Hi Community,

We want to run 15 wfprocbatch tasks in a round robin fashion distribution between 4 Siebel Server. But when we launch our 15 jobs by busservice "Server Requests" and method "SubmitRequest (DirectDb)" only 1 server takes all the 15 tasks. On every test we verified that any server can handle the jobs, but we never got an even task distribution 

Do you know if that is the expect behavior? and when the tasks are written on S_SRM_REQUEST the first srproc who read the tasks will execute them all on his own server (with wfpb online off course)
