Should CST_QUANTITY_LAYER have records for item costs imported through interface tables (no quantity

On a new average cost organization in 12.2.6, we used cst_item_costs_interface and cst_item_cst_dtls_interface to upload cost for items with no stock.

We see the cost on the item cost form, but we cannot find records in cst_quantity_layer table. Is that ok?

We need to have a record there for the sales order form to show margin (cst_cost_api.get_item_cost).
