Unable To assign rebuilable item to org and also not able to update any field in master level rebui

Hi All,

kindly Assit, user not able to assign any rebuilable item to any org  which is greyed out and also he is not able to update item description , min - max , lead time etc at master level.

even I checked attribute controls everything is fine and there is no update from past 6 years On this form

please let me know is there any profile option  causing the issue.
