Flow Mfg. Updates to ATO Model Common Route not reflected in existing star items

We have a flow line for an ATO Model.  When an star item is created through the order management/configurator process, a star item with the appropriate BOM and Flow routing is created and appears in the Graphic Line Designer.  This works as expected.

When we make changes component assignment changes to the Common Flow Route or add steps to the common flow route, the existing star item routes are not updated.  So, the next time an order is created for an existing star item the new component assignments and flow route changes is are updated in the star item route that appears in the graphic line designer.
