Invoice Workbench - How do you disable the Release...1 button from the holds tab?

How do I create a personalization to disable the Release...1 button on the Holds tab of the invoice entry workbench? I created a personalization using "When-New-Form-Instance" and it is initially turned off. However, when I click on the General tab and then back on the Holds tab., the button is enabled again. How do I turn it off completely using the forms personalization?
