Unable to log in to Physical Standby database, gives ORA-12560Hi All

Hi All, I am trying to log in to 12C physical stand by database on windows 2012, and no matter what I use RMAN, sqlplus, or DGRCL I am getting ORA-12560 error. I am trying from the local machine where the database is running. I have set set ORACLE_SID=DB and all.

I have no idea what is going on, if it was Linux I should see "Connected to idle instance", is it? This just gives ORA-12560

Appreciate any help that you can offer

Please let me know what are the additional information needed to diagnose this!
