Rate Factor - Currency Conversion not Working

Hi ,

Rate Factor is not honoring Currency Conversion. We are using Currency PHP( Peso) for the Rate definition in OTM.

The rate factor defined by us is calculating cost in USD instead of OTM. We have defined the Cost Value in PHP but OTM is considering it as USD.

We have tried below options

1. Setting proper glog.base.currecny = PHP

2. Currency on Rater offering = PHP

Please note the issue is only with Cost calculated by Rate Factor. All other shipment cost are correct.
