Query - R12 IBY/AP: Payment Periodic Sequence Not Incrementing

I'm looking for the reason on why this happened.

The header sequence was incrementing till 8th Oct 2019 but after 1 week it was not incrementing to next value i.e. the header sequence was repeating the last value on every run and not incrementing to next value; I found the solution by following metalink note "R12 AP: Payment Periodic Sequence Not Incrementing (Doc ID 2011387.1)" but I want to know what exactly happened which changed the functionality in 1 week time.

Just as FYI , Between that week we have applied clusterware security patch in our system.
