How do I get an updated RTF template to show changes?

I updated a custom Bi Publisher template we use for standard purchase orders.  After upload I previewed the template and it showed my change (just changed a link embedded in the text).  However, when I go to the purchasing responsibility and open up the template via the purchasing form, my change doesn't display, it's still the old version of the form.  I've tried clearing my browser cached, tried a different browser, cleared global framework cache and bouncing Apache and tried changing the template start date to no avail.  It's been a while since I've done anything with XML/BI Publisher so
