Siebel IP19, workflow Publish/Active button is not enabled

Hi,

We have upgraded to Siebel 19.4 and we facing the issue to do publish and activate the Siebel Workflow.

Every time its tough to do delivery the work ace  and activate in the application. The work space contains not only workflows and it contains other object, when we do deliver work space to main all things are going. We need to publish workflow only from Siebel tools and no work space deliver ****.
