Old record re-appear in FND_FLEX_VALUE_RULE_LINES

Hi there,

     What would cause old records (before the updates) to re-appear, about 5 months later, in the FND_FLEX_VALUE_RULE_LINES table ?

     Last May, I updated the "To" field of a record in an existing "Security Rule" through the "Define Security Rule" form.  Then, this month, 5 months later,  the old record before my update in May re-appeared.

   To illustrate: 

   In May , before my update, the security rule record looks like this:

      Type                     From                        To

      ----------------------------------------------------------------

      Exclude              AD1B                         AE19

   Then, after my update to the "To" field, the record looks like this:

      ----------------------------------------------------------------

      Exclude              AD1B                         ADDA
