setup.exe not running

Hi I am trying to Run setup.exe as part of Oracle 11.2.0.1 installation on windows 2008 R2 ( x64). When I right click and run as administrator a command prompt just flashes for a split of a second and nothings starts after that. I have a client software and that also behaves the same way when i try to run setup.exe. I have made sure of the below

1. Disabled anti-virus.

2. Installed Java latest ( Java 8)

3. restarted the server.

4. extracted both the zip file to the same location.

5. copied the software to my Local PC and tried . and same result .

6. made sure that the files are downloaded correctly by using checksum.
