How and what permission given are given to the users to allow them access to Order management not C

Hi

I looking to find the authorization model to idenfify which user have

Seibel order management.

Is there some role or permissionor entitlement given which allow a user login or access to Seibel order management application?

Problem  is the we have seibel HR , OM and CRM , but I want to find out the user base which have access to Seibel OM ?

Also similarly I want to find which entitlement are only for Seibel OM only.

I am new to Seibel, I was told by a seibel person there is no way to idenfify which user on Seibel are for OM , HR or CRM which does not seem right to me?
