Person Profile Excel to CI

I know this has been posted before, and we've reviewed some of the Oracle documents... but we are having problems loading data to the Person Profile tables through excel to CI.  We don't receive an error, the data stages correctly, status is set to OK, but no updates are being made.  We recently tried changing the Optional Key to Yes, and we've tried both Create and Update mode.  The person profiles exist and are active, we are trying to load new content types and items.  The types are new and are not currently associated to the person profiles, but all
